When the Immigration and Naturalization Service brought deportation proceedings against Saeed Ghasemimehr, an Iranian citizen who entered the United States on a nonimmigrant student's visa, Ghasemimehr conceded deportability, but requested political asylum, withholding of deportation, and suspension of deportation.
