This is a suit for declaratory judgment brought by the Dallas Morning News Company against the Board of Trustees of Dallas Independent School District for interpretation of the Texas Open Meetings Act.1 The trial court held that a closed meeting involving a representative of the Texas Education Agency and a quorum of the Board did not violate the Act.
