Petitioners, John Driggs Corporation and Reliance Insurance Company, appeal the decision of the Director of the District of Columbia Department of Employment Services denying their claim under the District of Columbia Workers' Compensation Act for reimbursement from the special fund pursuant to D.C.Code § 36-308(6) (1993 Repl.). The trustee of the special fund responds that petitioners were properly denied relief but for the wrong reason...
