Gerald T. Gentry brought this civil rights action under 42 U.S.C. § 1983 against the City of Lee's Summit, Missouri, ("the City") and several of its officials for seizure of premises that Gentry leased from it, and the trade fixtures within. Gentry now appeals a district court entry of summary judgment in favor of defendants. At issue is whether a government and its officials may be held liable under 42 U.S.C. § 1983...
