This is a pre-trial criminal appeal by the state1 from a decision of the court of appeals affirming the trial court's conclusion that the detention of respondent Kevin Clayton Blacksten was illegal because it "exceeded the permissible length of an investigative stop, occurred far from where the search warrant was to be executed, and began long before the warrant was approved."
