Richard Neal was convicted by jury verdict of unlawful use of a telephone to facilitate the distribution of cocaine in violation of 21 U.S.C. § 843(b), possession with the intent to distribute cocaine in violation of 21 U.S.C. § 841(a)(1), and conspiracy to distribute cocaine in violation of 21 U.S.C. §§ 841(a)(1) and 846. The district court1 sentenced Neal to a term of imprisonment of 235 months...
