FOIL, Judge.

This appeal challenges the Civil Service Commission's determination that appellant, the Louisiana Public Service Commission (LPSC), failed to sustain its burden of proving that the disciplinary action at issue was taken by the proper appointing authority. After a thorough review of the record, we reverse.
