The appellant John Flowers pled guilty to a charge that, in 1988, he set fire to his boat to collect the insurance proceeds, in violation of 18 U.S.C. § 844(h) (using fire to commit a felony). The district court sentenced him to 12 months imprisonment. See U.S.S.G. §§ 2K1.4(a), (b)(4), 3E1.1, 4A1.1, Ch. 5, Pt. A (Oct. 1987). The district court ordered that the 12 month sentence begin after Flowers finished serving an 11 month...
