Slavoljub Damnjanovic brought this action against the United States pursuant to the Federal Tort Claims Act, 28 U.S.C. §§ 2671-2680 (1988) (FTCA), for claims arising under the Illinois Structural Work Act and common-law negligence. The district court granted summary judgment against both of his claims on the ground that the government did not "have charge of" the work.
