On August 23, 1990, the Drug Enforcement Administration ("DEA") seized a 1987 Toyota half ton pickup truck which was titled in the name of James W. Taft ("Taft"), plaintiff. The vehicle was later forfeited under federal forfeiture laws on November 27, 1990.
