Plaintiff, a United States citizen who was born in the Dominican Republic, claims that she was denied promotion on many occasions because of her national origin. She brought suit against her employer, the Puerto Rico Electric Power Authority (PREPA), under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e-(2), and Law 100 of June 30, 1959 of the Commonwealth of Puerto Rico, P.R. Laws Ann. tit. 29, § 146.
