SHORT, Judge.

This case arises out of the tuberculosis epidemic at the Minnesota Correctional Facility at Stillwater (prison) in the mid-1980s. Antti Haavisto alleges the diagnosis of his active tuberculosis was unnecessarily delayed by the prison health care system and in particular, by the conduct of Dr. James Allan (physician).
