OPINION

BENCH, Judge:

Appellants (Borrowers) challenge the trial court's order granting summary judgment in favor of Western Farm Credit Bank (the Bank). We reverse and remand.

FACTS

In December 1980, the Bank loaned Borrowers $345,000 and received, in exchange, a promissory note and a mortgage on Borrowers' farm in Duchesne County, Utah. In 1987, Borrowers began negotiations with the Utah Division of Water Resources (the Division) for...
