South Dakota Disposal Systems, Inc. (SDDS), in the continuing saga of the Lone-tree waste disposal facility, appeals the Seventh Judicial Circuit's holding that SDDS' waste disposal permit was revoked by Matter of SDDS, Inc., 472 N.W.2d 502 (S.D.1991) (SDDS I).1
