This case comes to this Court on appeal from the Circuit Court of Hinds County. On May 18, 1988, the appellee, Joan C. Collins, an employee of the Mississippi Employment Security Commission (the "MESC"), filed a grievance with the Mississippi Employee Appeals Board (the "EAB"), alleging that she had been passed over for promotions due to her age and handicap.
