The issue in this case is whether a parent's support obligation to pay the costs of foster care, determined under Iowa Code section 234.39(1), can be offset by past-due child support owed to the parent and assigned to the State. The trial court held that past-due child support proceeds owed to a parent could be used to offset the past, current, and future liability of that parent for her support obligations under chapter 234.
