HARRIS, Justice.

The Iowa board of nursing found Joann Burns, a registered nurse, habitually intoxicated, in violation of Iowa Code section 147.55(4) (1991). As a result the board placed Burns' nursing license on probation for three years and ordered her to comply with various conditions during the probationary period. When Burns sought judicial review of the board's decision, the district court reversed, finding there was not substantial evidence to support the charges...
