Indiana is holding James Higgason prisoner following a burglary conviction in November 1985. The court sentenced Higgason to 25 years' imprisonment after concluding that he is an habitual offender. Two prior convictions for unrelated felonies require habitual-offender designation in Indiana, and Higgason had three: theft in 1970, theft in 1972, and murder in 1975.
