Frizzel Stephens, a former Virginia inmate proceeding pro se and in forma pauperis, initiated this action under 42 U.S.C. § 1983 alleging that defendants conspired to violate his constitutional rights and seeking monetary relief. The conspiracy claim grows out of this court's decision in a previous action filed by plaintiff in which he claimed that Virginia's parole eligibility statute...
