L. Kevin Westbrook pleaded guilty to one count of conspiracy to distribute cocaine in violation of 21 U.S.C. §§ 846 and 841(a)(1). The plea agreement reflected the parties' disagreement on the amount of cocaine involved in the conspiracy, the government contending that the amount was about 567 grams and Westbrook maintaining that less than 500 grams was involved.
