This appeal involves § 212(c) of the Immigration and Nationality Act ("INA"), 8 U.S.C. § 1182(c), which authorizes the Attorney General to grant an otherwise deportable alien discretionary relief from deportation, but only if the alien's period of lawful unrelinquished domicile in this country is seven years or more.
