KIDD, Justice.

The University Interscholastic League and its Executive Director, Bailey Marshall, (collectively hereinafter the "UIL") appeal the judgment of the trial court granting a permanent injunction against the enforcement of the UIL's over-19 rule.1 We will affirm the judgment of the district court.
