Background

This lawsuit was commenced by the filing of a Complaint by the plaintiffs on April 27, 1992. The defendants filed their Answer to that Complaint on June 26, 1992. That same day, June 26, 1992, the plaintiffs filed the instant motion for summary judgment, to which the defendants cross moved for summary judgment on August 14, 1992.
