By this appeal we are asked to determine the liability, if any, of the City of Fayetteville's Public Works Commission ("PWC") for the alleged sexual harassment of Deborah P. Phelps ("plaintiff") by Stephen Vassey ("Vassey"). At all times pertinent to this appeal, plaintiff worked in the customer service department at PWC.
