On October 30, 1991, an indictment was filed charging the defendant with the second degree murder of Shantay Taylor, the four-year old daughter of defendant's girlfriend. On May 28, 1992, the State dismissed this indictment and filed two bills of information charging the defendant with negligent homicide, a violation of La.R.S. 14:32 and cruelty to a juvenile, a violation of La.R.S. 14:93. The defendant waived formal arraignment as to the latter two...
