In the present action this Court is asked to declare the Public Employee Pension Forfeiture Act2, as applied to appellant Shiomos, an unconstitutional impairment of contract under Article 1, Section 17 of the Pennsylvania Constitution.3 (Hereinafter the Forfeiture Act shall be referred to as Act 140).
