In 1988, Des Moines police arrested Mark Stanton Curtis for the rape of Keith and Denise Morris' (the Morrises') daughter. The police brought him to the Des Moines jail, where two officers beat him. Curtis filed this § 1983 action against the two officers and the City of Des Moines (the City).
