Before the Court is the motion of petitioners Arnoldus Broekhoven and Paul Veldhoen for declaratory judgment, a temporary restraining order or a preliminary injunction prohibiting the U.S. Coast Guard from investigating a collision on the high seas between two foreign vessels.
