The State Board of Registration for Land Surveyors denied Bradley Bender's application to take the Land Surveyors Examination on grounds that Bender lacked certain educational requirements which the Board had adopted. On review, the trial court found that by adopting the requirements the Board had exceeded its statutory authority.
