CHAPMAN, Senior Circuit Judge:

Kenneth E. Bailey was convicted of conspiracy to violate the Hobbs Act, Title 18 U.S.C. § 1951, and of attempting to violate the same act. These convictions resulted from a monetary payment made to Bailey by Ronald L. Cobb. At the time the payment was made, Bailey was a member of the South Carolina House of Representatives and Cobb was acting as a paid confidential informant for the FBI, which was investigating...
