Petitioner Rafael Palacios-Torres challenges a final order of deportation, including a denial of discretionary relief from deportation under § 212(c) of the Immigration and Nationality Act, 8 U.S.C. § 1182(c). An immigration judge entered the order, saying that he believed rehabilitation is an important factor to consider, although not a pre-requisite for granting § 212(c) relief and he found Palacios had not been rehabilitated...
