MEMORANDUM OPINION

SLOVITER, Chief Judge.

Complainant has filed a complaint pursuant to 28 U.S.C. § 372(c) against a retired United States District Judge. I will dismiss the complaint pursuant to 28 U.S.C. § 372(c)(3)(B) for the reasons that follow.
