These appeals arise out of a nearly two-year-long Grand Jury investigation into alleged Medicaid fraud by defendants. Defendants are all podiatrists and Medicaid providers. The substance of the charges is that defendants submitted fraudulent Medicaid claims by falsely billing the State for providing custom-made orthotic appliances while actually providing cheaper appliances that were not custom-made...
