Damian Perez-Rodriguez ("Perez"), petitions for review of a decision of the Board of Immigration Appeals ("BIA"). The BIA affirmed the immigration judge's finding that Perez was deportable under the Immigration and Nationality Act, see 8 U.S.C. § 1251(a)(1)(A) (1988 & Supp. IV 1992), because he reentered the United States following an earlier deportation without the Attorney General's permission, see 8 U.S.C. § 1182...
