In 1979, Robert Bunol suffered two work-related injuries while working for George Engine Company. In 1987, Bunol filed a claim for benefits pursuant to the Longshore and Harbor Workers' Compensation Act (the Longshore Act), 33 U.S.C. §§ 901-950.1 Following an administrative hearing, the Louisiana Insurance Guaranty Association (LIGA)2
