The Bureau of Mediation Services (BMS) concluded that Cindy Schultz, an employee of the McLeod County Highway Department, could be in the bargaining unit represented by respondent Minnesota Teamsters Public & Law Enforcement Employee's Union, Local No. 320 (union).
