Charles Anthony Mitchell seeks leave to appeal in forma pauperis ("IFP") the district court's dismissal of his complaints under 42 U.S.C. § 1983 as frivolous under 28 U.S.C. § 1915(d). In both actions, Mitchell contends that prison officials violated his constitutional right to due process by placing him in lockdown without a hearing.
