SULLIVAN, Associate Judge:

Petitioner, John R. Spicer, appeals from the order ("order") of the District of Columbia Real Estate Commission ("the Commission") revoking his real estate broker's license and barring his application for reinstatement as a real estate broker for five years from the date of the order. Petitioner contends on appeal that the Commission revoked his license arbitrarily and capriciously because it did not hear his testimony, erroneously
