The plaintiffs are the Animal Legal Defense Fund, Inc. (ALDF), and three members of that organization. The defendant is the Fisheries and Wildlife Board (board). The plaintiffs sought a declaratory judgment that G.L.c. 21, § 7 (1992 ed.), was unconstitutional on its face. The plaintiffs also sought a permanent injunction against enforcement of the statute.
