Plaintiff newspaper brought an action against the Onslow County Board of Education alleging that the Board had violated N.C.Gen.Stat. § 143-318.9, et. seq. (1990), commonly referred to as the "Open Meetings Law," by approving a pay raise for Board members in a proceeding other than a meeting open to the public. The trial court concluded that the Board did not violate the Open Meetings Law. We reverse.
