(hereinafter Mayflower) is proposing to build a cogeneration facility at the site of Pilgrim State Psychiatric Hospital in the Town of Islip, Suffolk County. While a small portion of the facility's electric output will be provided to Pilgrim State Hospital, the majority will be sold to petitioner. This matter is governed by the Federal Public Utility Regulatory Policies Act
