LEWIS, J.:

Ronald C. Bruns is engaged in a campaign to become licensed as a professional engineer in this state. He filed an application for a Kansas professional engineering license with the Kansas State Board of Technical Professions (BTP). The application sought a license based on reciprocity and a waiver of the examination. The BTP denied his application. He appealed the decision of the BTP to the trial court, which affirmed the BTP.
