On July 18, 1990, the Sheriff of Iroquois County, Joseph Mathy, filed charges with the defendant, Iroquois County Sheriff's Merit Commission, alleging that the plaintiff, Russell Styck, engaged in behavior that violated the "cause" clause of section 3-8014 of the Counties Code (Ill.Rev.Stat. 1989, ch. 34, par. 3-8014.) The plaintiff entered a plea of not guilty, and the Commission conducted an administrative hearing...
