In this appeal we examine the procedural requirements for a nonjudicial forfeiture of property seized for illegal drug trafficking. (Health & Saf. Code, § 11470 et seq.) Among other things, the procedural statute governing such an administrative forfeiture requires the district attorney to give notice to the owner of the seized property setting forth the appraised value of the property as well as instructions...
