These consolidated appeals involve challenges to the Texas Department of Criminal Justice's (TDCJ) grooming code. Plaintiffs brought suit under 42 U.S.C. § 1983 alleging that their religion requires them to grow their hair long and forbids them from shaving their facial hair, and that TDCJ's prohibition on long hair and beards violated their first amendment right to exercise their religion freely.
