Respondent Richard Fiedler brought a medical malpractice action in state court against appellant Dr. Gerard Spoelhof. Respondent also brought a negligence action against the U.S. government in federal court. Both actions were based on allegedly negligent care respondent received while an inmate in a federal prison camp.
