Appellant Alan Taub was employed as a distribution clerk by the United States Postal Service from 1980 until October 3, 1987, when he was terminated for "possession of heroin and possession of heroin with intent to distribute." Taub admits to having used drugs, including heroin, on a regular basis since approximately 1983.
