The Virginia Workers' Compensation Commission awarded Charles Duke, Jr. benefits for a ten percent permanent partial disability to the left upper extremity. The commission also held that Norfolk Shipbuilding & Drydock Corporation (Norfolk Shipbuilding) did not have reasonable grounds for denying the claim and awarded Duke his attorney's fees and statutory interest.
