The motions before me concern two related civil forfeiture cases, in which the defendants are property of Eileen and Palmer Crowell. Eileen Crowell moves to refer the two cases to the Bankruptcy Court for the District of Oregon. I have heard oral arguments and considered the briefs of the parties.
