Plaintiff in this action filed a Freedom of Information Act (FOIA) request on January 2, 1991 seeking all FBI records that refer to him. Plaintiff was notified that the backlog of FOIA requests would cause a delay in providing him with the records he sought. After receiving that information, he filed an appeal in February of 1991.
